Teachers' Union Contract

NORWALK -- Board of Education members are spiking the football on what's being called a favorable arbitrated teachers' union contract. While the arbitration panel sided with the Norwalk Federation of Teachers (NFT) on keeping class size regulations in place and a three-year contract duration, the board finally got its hard freeze, which will save the board more than $3 million. The board also won some work rules rollbacks, such as giving the superintendent more leeway in transferring teachers, which the NFT also agreed to. There will also be changes to the insurance plan, though the panel chose to pick and choose between portions of the teachers' last best offer and the board's. NFT President Bruce Mellion's salary will also come off the books. The board was previously paying 40 percent of Mellion's salary. "You're never going to get 100 percent of arbitration, particularly when you have a large number of issues like this. On the big items, the ones we really considered critically important, I'd say we got 80 percent of them," said Mike Lyons, who sits on the board's Negotiations and Personnel Committee. Board Chairman Jack Chiaramonte, who was a major proponent of a hard freeze during the summer's budget crisis, called the freeze a "win for everybody" as Norwalk teachers, on average, are still some of the best paid in the state. "Had the union taken the hard freeze as we asked them to, librarians and teachers and other employees would still be working today," said Chiaramonte. "We asked them nicely. Saying no during negotiations wasn't wise, as it turns out. We told them every other union has taken a freeze, not only in the city, in every city in every state in the country." The hard freeze comes into effect for the 2013-14 school year, with salary and step increases returning for 2014-15.   1. So Charamonte's idea of a "win" is that the teachers get a "hard freee" after arbitration. But, they got their raise this year. Then they get a raise after one year of a freeze. Wow, big win- hate to think what this guy thinks would be a "loss" (wait, he got schooled in losing by Bob Duff, I forgot).

  2. Jack also claims EVERY one, really. Students will lose as teachers leave to advoid the crap and negative comments that are dumped on them.

    As a tax payeri dont want to pay more than i need to, inorder to have a great city and an improving school system. Jack just spills hate. Hopeful Steve, or Artie K will oust him. The republican party should be pulling his name from the ticket and party in general.

    Also look at his comment," we asked nicely.. and they refuse"... complete B.S. The BOE never attempted to negotiate with the union. The BOE pushed hard for arbirtration.
    As for every other union did it... Go research the sweetheart deal the Princpal's got. They get their raise over over 3% and the raise they gave back is actually oply delayed until years later. So in conculsion the pricinpals still get everything in thier contract while the teachers ( largest union) get pushed down.
    Jacks anger bit him on his backside election day. He lost to Duff by almost a 3 to 1 margin. He was destroyed in Norwalk. Better wise up or his run as chairmen will be over. He might have to return that rent a suit he uses from time to time too.

  3. I wouldn't blame any Norwalk teacher for applying anywhere else. They are treated with such disrespect. Spiking the football? how do you think teachers feel about that kind of reaction? Think that kind of talk makes them feel good? come on! On top of that, teachers are finally grateful for a superintendent who came up from the ranks and who understands Norwalk, and what do the Apple members of the Board do? They do everything possible to get rid of the interim superintendent. What else would this Board like to do to support teachers? You guys are pathetic!

  4. The way "that" crew goes after teachers has them doing things that are anti-students.
    Haynie, Lyons, Jack and company balanced Marks' budget by getting rid of teachers. That hurt kids a lot more than the few teachers that were finally laid off.
    The voters will repudiate them just like they made Chiaramonte a punch line in his Senate race.

  5. I'm probably alone but I think it's ok that teachers aren't getting a raise next year. I just don't think it's ok for any Board member to gloat about the arbitration.
    Chiaramonte and his gang lost most of the things they wanted. What is there to gloat about. Come on-- are there any adults on that Negotiation Team>?
